1. Remove kill warrants, as its pretty much a legal one sided hit that any nooby officer can claim. Either remove kil warrants, or make them so only swat / deputy+ can claim them.
2. Add a countdown in which the kidnapper is allowed to legally kill the hostage due to the ransom not being paid.
3. Make someone killed next to you a proper reason to kill a koser, many times if you get shot there's about a 10% chance that you will make it out alive if you get shot once (unless they have shit aim)

This is not true. Everyone is protected by rules similar to the 4th Amendment (including criminals).

1. Do you know why they’re balanced? Because they need a reason. You can easily surrender and wait it out in a jail cell, but being defiant gets you killed.
