What if, we added 'Volunteer Police' as a role, then white listed the real police. So Volunteer doesn't get income or full police out (excluded hate and vest?). Then say Thursday nights, Academy goes down and some are approved up. If any Approved Officers abuse, they get demoted back down to Volunteer.

These are only ideas, does NOT mean this is what we are doing.

YASSS! Give the volunteers a less op weapon (cobra is very op, full auto), like the avenger or colt.
