Staff Rules

3.0 If a staff member is on duty, they are doing administrative or moderating work and therefore are not playing the game.
3.1 All staff members that are on duty may also be in God Mode. This is to prevent them from being killed while trying to help other players, deal with hackers, or any other server-related duty they may need to perform.
3.2 Staff members are not allowed to use their powers/commands to their group's or their own advantage.
3.3 Staff members are not allowed to go on duty just to heal themselves as a result of PvP injuries, even if they have a call to attend at that given moment. There are very few and rare exceptions to this rule, based on discretion and common sense.
3.4 Staff members are not allowed to heal or teleport themselves or their friends in order to gain any sort of advantage during gameplay.
3.5 Note: All moderators that are off duty do not have absolutely any commands whatsoever besides regular, server-wide commands. Off-duty moderators are alike all other players and shall be treated that way.
3.6 No one is above the rules regardless of their rank.
3.7 If you see a staff member going against any of the above rules, you may report them here, with solid proof in hand.

RP RULES;

FearRP & Hardcore RP
Fear roleplay, commonly abbreviated 'FearRP', is the concept that your character is afraid to die. This concept is most commonly understood as "Your life is the most important". Understanding that in real life we do not have a respawn button. When your life is at stake you must fear death and comply to threats unless you are 100% positively sure that you will survive. We highly enforce FearRP, although some situations come down to staff discretion.
Hardcore roleplay is the concept of you role playing non-stop. You cannot interrupt someone else's roleplay nor stop your own roleplay whilst being on the server. This helps us minimize potential trolling and bystanders that are not on to roleplay. This also means that you MAY NOT type in the World chat any off-character related topic such as "KoS". If you have an off-character issue then you MUST contact a staff member using the /adminh your message command. If caught going against this rule, you will be punished. In FearRP you can’t kill your arrester/kidnapper at your own free will, for example.
Laws
The elected Mayors of Prince Edward Island and the State of Washington can create laws, which have to be approved by RP Administration.
Links to the active laws for Prince Edward Island and the State of Washington.
LINK: Prince Edward Island (RP#13).
LINK: State of Washington (RP#10).
EVERY TIME a new Mayor is elected, the laws from the previous Mayor are disbanded UNLESS the new Mayor says he wants to keep them, or wants to simply change some laws.
These laws are to be followed by every citizen of Prince Edward Island and the State of Washington respectively.
Police Officers MUST obey and enforce these laws, if they do not they are subject to demotion or any other form of punishment, chosen by a Police Captain or the Mayor
Player-Built Structures
In order for a structure to be considered a base, it must follow all of the rules contained in this document.
Floating structures are NOT ALLOWED. All structures need to obey the law of physics. Your base can only have 3 pillars on each side (a total of 12 pillars) to support them upwards.
If your base or shop is still unfinished and you must log off, make sure to leave signs around it stating the base is under construction.
Bases and shops must of reasonable size. Mega structures are strictly prohibited and will be subject to removal.
You must have a claimed bed OR at least one storage container inside your base.
A player may have up to one base and one shop.
The maximum size for a base is 4(width) x 4(length) x 3(height).
Mayors, Administrators, and SuperMods may grant players with special build permits for buildings of miscellaneous purposes.
These special-permit buildings may not be exceedingly large. They include but are not limited to prisons, nightclubs, malls, and plazas.
You may only place Claim Flags in your own base. Claim Flags may not be placed at random locations around the map.
Buildings that fall outside of the requirements above may be destroyed by Administrators.
Each group may have a maximum of one group base and one group shop.
Friendly Sentry Gun
The friendly sentry gun can ONLY be placed within a completely closed off base (inside the building), NOT facing a direct exit (open or closed). This means you cannot place the friendly sentry gun anywhere else than your enclosed base. Your base MUST be non-accessible to other players except for your group members (metal door, vault door and or metal shutters / glass windows), failing to do so will result to punishments.
KoS
You MAY NOT KoS (Kill on Sight) for ANY reason at all. You may only kill other players if the killing is justified by the Roleplay rules.
The only times may kill a player are under the following circumstances:
If a player enters your vehicle (any vehicle type) in front of you, give them warnings (follow warning system) to step away from your vehicle. Thus, if the player begins driving away, you may shoot(KoS) whilst they are within sight, or just pop the vehicle's tires. If the player successfully steals your vehicle and is out of your render distance, you MAY NOT kill this player, making them the vehicle's new rightful owner of. If caught going against this rule, it will be counted as KoS and is bannable offense.
If a player steals gas from your vehicle then that player is KoSable to the vehicle owner(or group) only! Unlocking a vehicle with a stealy wheely and then starting to DRIVE away also leads to the player being KoSable to the vehicle owner(or group)! Under NO CIRCUMSTANCE are you allowed to kill players stealing from someone else but your own. If proven guilty of breaking this rule, it will be counted as KoS and is a bannable offense. Although if the player simply locks the car and does NOT attempt to drive off then you MUST follow the warning system which is specified in section VII to ensure your vehicle gets unlocked, if the player refuses to unlock your vehicle after the warning system was correctly followed, then you are allowed to kill that person.
You MAY NOT KoS players for damaging your vehicle!
If a player is in your base, you may give them 3 warnings to leave. If they do not comply, you must warn 3 times in world chat before killing them. IMPORTANT: The player must be WITHIN your bases borders. If they are just hanging outside of a base, that is allowed.
If a player is robbing/arresting/kidnapping you, you may kill them during the roleplay event in self-defense. You MAY NOT kill them AFTER
If you died and your body was looted by another player, you MAY NOT demand that the player gives back your items. The only time someone must to drop your looted items is if the player unrightfully KoS'ed you. This can only happen if decided by a Moderator on duty. This also counts if by example you dropped an item and a random person comes and picks it up, you MAY NOT tell them to drop it as it's your fault for dropping the item publicly.
If you are attacked by a KoSer (Damaged or health has been reduced), you have the right to self-defend. After you've done so, let a staff member know that the person attempted to KoS you.
Law enforcement players may KoS player that have a kill warrant on them (More under the Kill Warrants Section on this page).
EXTRA IMPORTANT RULES
You are NOT allowed to hit people with any vehicles! Note: If you get run over while on the road accidentally, it could be considered your fault for being on the road! Although if the person in the vehicle sees the person on the road and still runs him over instead of stopping the car then that'll be the driver's fault!
Do not argue or use CAPS in chat.
You MAY NOT pop vehicle tires for no reason whatsoever! You may however pop vehicle tires when in a police chase / any other RP situation which requires to stop the person from driving away. Breaking the vehicle is counted as Fail-RP, as you want player to be alive when caught.
You MAY NOT carjack random vehicles that you do not own/co-own! (You may carjack it if you were given permission by the owner of the vehicle to do it) Note: If somebody carjacked your vehicle without your permission do NOT kill him, contact a staff member and he'll assist you!
Police baiting is NOT allowed. As an example: Running around with your berries in your hand at police officers and shouting ''Arrest me!!'' in order for you to instantly KoS them when they call the arrest. This will be considered as Fail RP and KoS, and player will be punished.
You MAY NOT leave your vehicles on the road! If a vehicle is caught left on the road with nobody in them, it may be destroyed by Staff members! A warning to the vehicle's owner will given in world chat before the vehicle is destroyed.
Staff Members MUST give warnings in World Chat before destroying vehicles!
You MAY NOT claim areas or force players to pay in order to pass by a certain area. All players may walk around the map freely, without having to pay to pass.
You MAY NOT create KoS zones!
You MAY NOT KoS players who damage your vehicle!
Claiming Areas / KoS Zones constitute the following:
Blocking off any of the map's Islands (NOT artificial islands).
Blocking off any of the map's Towns (NOT artificial towns).
Blocking off any of the map's Bridges, even those that lead to a dead-end.
You MAY NOT destroy or damage a random vehicle! If caught doing so you'll be punished!
You MAY NOT teleport or accept a teleport into or out of an RP situation (Arrest, Robbery, etc..). This is against the rules and will be seen as Fail RP.
You MAY NOT glitch inside terrain or any non-enterable structure.
When being warned to leave a vehicle, base, or anything that is not related to an arrest, kidnap and robbery, you're NOT ALLOWED shoot back in self-defense. You can ONLY in cases of resisting an arrest, robbery, kidnap, or defending yourself from somebody randomly shooting you without any reasons.
Note that Hitmen MAY defend themselves if their pray damages them even before the Hitman's prowl cooldown is over.
All Roleplay Staff members on-duty dealing with a situation are considered OOC (Out of Character). They must be ignored out of all RP-related situations until they are finished dealing with it, and are off-duty.
Scamming Is not allowed, You will be punished and forced to refund if caught or reported.
Mega Bases, Spawning in excessive vehicles, or intentionally causing lag will result in punishment per Roleplay Staff discretion.
Law enforcement roles may only issue out tickets and warrants if they witness the crime. They MAY NOT use chat for their advantage as for raids, kills or hits.
You MAY NOT /tpa someone into a Roleplay event, nor trick them into a TPA in order to rob/arrest/kidnap/etc them.
Bodyguards may ONLY kill Hitmen without a warning, if their client has a hit on them.
For all roles other than Hitmen, the Bodyguard must give at least ONE WARNING in world chat before firing.
After the Bodyguard's first warning, Police, Bandits, or Kidnappers targetting the client may open fire at the Bodyguard.
Bodyguards must remain next to their client at all times. This is to prevent bodyguards from protecting their clients from the other side of the map, which would be considered FailRP.
Bodyguards may protect up to a maximum of TWO PLAYERS at the same time.
Warning System:
Most of our roles need the use of a warning system. Roles like Police/RCMP, Bandits and Kidnappers use warnings to successfully complete their respective missions. Each role must give out 3 warnings. For text warnings, you MUST make your first warning in World or Area chat and the last two in Voice or Area chat, depending on the situation. All warnings should have a 10 seconds interval between each warning, failure to do so will result in a ban depending on the severity and will be considered KoS. Make sure that your warnings are CLEAR on what you want your victim to do. For example:
Bandit: “Warning 1, drop your visible guns and backpack. Do NOT pull out a gun.” (There is no need to add the victim's name since the /rob command has the players name in it when announced.)
Police/RCMP: “Warning 1, do not pull out a gun, please put your hands up.” (There is no need to add the victim's name since the /arrest command has players name in it when announced.)
Mechanic: “BananaMan, out of my base now! Warning 1! (You MUST add the players name since there is no command to ask a player to leave your base.)
ALL warnings must include the target player's name. Failure to add their names will result as KoS if you have killed them and it’s a bannable offense.
Roles that are required to use the warning system are the following:
Bandits - Required to use the warning system right after using the /rob command.
Police/RCMP - Required to use the warning system right after using the /arrest command.
Kidnappers - Required to use the warning system right after using the /kidnap command.
Situations that REQUIRE a warning with the PLAYER NAME included. (All roles)
Stolen Vehicle - You are required to follow the warning system when someone enters your vehicle in front of you (you must visibly witness said player taking your vehicle). Thus if the player enters your vehicle and starts driving away, he is instantly KoS to the vehicle owner only. If the Player has successfully stolen your vehicle and is out of your render distance, the vehicle is now considered theirs.
Harassment/Trolling - You are required to follow the warning system when someone is harassing/trolling/disrespecting the rules, and generally interrupting your Roleplay. After 3 warnings you are required to call a Staff Member so the situation may be further investigated. However, if there are NO STAFF on at that moment, you MAY NOT KoS the player.
The warning system is implemented to warn said player to stop harassing/trolling you in hopes that they will stop. Please head to our report a Player Report forum section here and report the player with exact time and date of said incident. All staff/player reports are reviewed daily. If logs prove that you have gave out warning and you present lear video and/or screenshot evidence of their actions, they will be punished accordingly.
Rules: Kidnapping
Kidnappers have a 15-minute cooldown before kidnapping another player.
Kidnapping is restricted only to the Kidnapper Role. No other role may take hostages.
Upon your kidnap being over, you MUST officially call it over by utilising the /kidnapover command. Failing to call the kidnap over can lead to being killed by police officers that believe you are still kidnapping. Being killed for such reason is considered your fault and CAN lead to punishments for not following the FearRP system specified in section I. Such examples of when your kidnap would be over include but are NOT limited to the following:
Being killed by police officers that are attempting to rescue the kidnapped person.
Receiving a ransom.
Being killed by the kidnapped player due to self-defense reasons.
When kidnapping you MUST be face-to-face with your victim! You CANNOT announce your kidnap from a distance! Failing to follow this rule is a punishable offense.
When attempting to hold a player hostage, the Kidnapper MUST warn them to follow instructions up to 3 times. One of the warnings MUST be in text chat! The other two warnings may be either in text chat or voice chat depending on player preference.
The kidnapper MUST use the kidnap command on the player they're attempting to kidnap, on info how to use the command click here. Failure to not use the command is considered Fail RP and is a bannable offense. The Police Officer(s) are NOT required to call rescue over.
When in a hostage situation the police officers have to type the /rescue command . Once rescue is announced the Kidnapper is KoS to the police officer(s) which announce, and the Police officers who have announced are KoS to the kidnapper(s).
Kidnappers may also be paid ransom by anyone in order to release the hostages. Once this is done there can be no shooting from the police force.
Upon kidnapping somebody, you MUST accept a ransom. Simply kidnapping somebody and refusing a ransom WILL lead to punishments.
The release can be into the custody of paying player, or freedom. If being freed into custody of anyone, it must be announced in world chat.
If a ransom is paid to the Kidnapper by a Hitman for a target or a player on the hit list, then the Kidnapper or purchaser can be arrested for human trafficking up to 15 minutes after payment.
Kidnappers may NOT kill hostages, unless the hostage attempts to run away or kill the Kidnapper. Kidnappers are NOT required to feed, heal or assist their hostage whilst in their custody. If the hostage dies due to any of these said above incidents, it in NOT the kidnappers fault.
The maximum ransom amount you may demand during a kidnap of a random player is 2,000 bamboo. The maximum ransom amount you may demand during a kidnap of a Police Captain or Mayor is 10,000 bamboo. Anything higher will be considered Fail RP and is a punishable offense.
Rules: Hits
A hit is placed by using /hit playername amount.
The minimum bounty is 2000 Bamboo, but you may offer more in order to attract more hitmen!
You can do /checkhitman to check how long until that certain hitman can kill a player with a hit on them again!
Hitmen may do /prowl to check how long until you can hunt another person with a hit on them!
Note that Hitmen MAY defend themselves if their pray damages them even before the Hitman's prowl cooldown is over.
If a second hit is placed on the same person, the bounty is increased by the amount paid. The time does not increase or reset.
Hitmen are the ONLY role that can collect on hits. No other roles can collect.
Once a hit has been placed ANY Hitman may kill one of the person(s) on the hit list every 30 minutes.
Hitmen are ALWAYS vulnerable to any player on the hit list, even during bounty cooldowns.
Hitmen may only kill players on the hit list once every 30 minutes.
To be removed from the hit list
Kill any Hitman
Survive for 12 hours
Pay the hit using the /payhit command
Tip: You may hire bodyguards to protect you.
A hitman may be arrested for murder until 15 minutes after killing a target. This is a serious crime.
If you are in a group with a player with a hit on them, you can not use GROUP abilities for RP advantages whether or not it was agreed upon with the target.
Leaving the group to claim a hit whilst knowing victims exact location.
Victim asking a group mate to kill him and share the reward money.
Giving away victim(s) or hitman(s) location whilst in the same group as the victim or hitman.
Doing any of the above can result in a FailRP ban.
Rules: Robberies
Robberies are restricted ONLY to the Bandit Role. No other role may perform robberies.
Upon your robbery being over, you MUST officially call it over by utilising the /robover command. Failing to call the robbery over can lead to being killed by players believing you are still robbing. Being killed for such reason is considered your fault and CAN lead to punishments for not following the FearRP system specified in section I. Such examples of when your robbery would be over include but are NOT limited to the following:
Being killed by the person you are attempting to rob due to self-defense reasons.
Successfully robbing the person and retrieving your stolen goods.
Being killed by a random person in an attempt to save the person that you are attempting to rob.
Bandits may only demand the backpack and weapons of their victim. Note: If you see the player that you're robbing pull out a weapon and then hide it in their inventory you CAN ask them to drop it.
Bandits have a 15-minute cooldown timer before performing another robbery.
When robbing you MUST be face-to-face with the one you're robbing! You cannot be sniping from the hills and tell him to drop his stuff as the one being robbed is unaware of the robbery! Failing to follow this rule is a punishable offense.
ANYONE can kill a bandit who is robbing a player.
Rules: Arrests & Kill Warrants
Arrests
The player must be handcuffed only after the arrest is called. Police may handcuff the player before arrest only with the player's consent.
Once the player has been arrested and put inside a cell, their arrest warrant must be removed.
Upon your arrest being over, you MUST officially call it over by utilising the /arrestover command. Failing to call the arrest over can lead to being killed by a bandit believing you are still arresting their fellow bandit friend. Being killed for such reason is considered your fault and CAN lead to punishments for not following the FearRP system specified in section I. Such examples of when your arrest would be over include but are NOT limited to the following:
Being killed by another bandit attempting to save their fellow bandit friend.
Successfully arresting the player and giving them their assigned punishment.
Failing an on-going police chase.
Kill Warrants
Officers must allow the player to surrender before killing them.
When a player with a kill warrant is surrendering, they must announce their surrender in world chat at least once.
NOTE: If a player surrenders they CANNOT be killed. Failure to follow this rule results in the officer being banned for FailRP.
When a player surrenders, they must be taken to a police station and be FULLY inside before they the arrest can be called.
When surrendering, the player must not run away or teleport out. Doing so results in being KOSable by Police.
Rules: Bandit and Police Raids
Officers and Bandits have a 60-minute cooldown before performing another raid.
IMPORTANT: You must wait 3 days before raiding the same base. This also counts for groups! Even if one person in your group raided a base, the entire group CANNOT raid the same base for 3 days!
The raid cooldown is initiated AFTER the raid is over.
In order to raid a base, you must use the /raid command which is explained further below.
Example: /raid "Seattle Bank"
If the command is not used, it will count as KoS if a player is killed!
If the command is not used, and the base is raided it will count as false raiding!
You can call /raid on a base when beds or storage containers are located inside the base. Note: If the storage containers / beds are covered by structures of any sort (also counts as the map structures) then the place classifies as a base and you must do the raid command.
All raiders participating in the raid must also do the /raid assist command! Example: /raid assist RagnarosPower
There is a 60 minute cooldown for all roles that assist in a raid EXCEPT Bodyguards and Doctors.
Raid Zones and each side of a raid:
Raiders: Once raid timer is up, Raiders are allowed to kill any and all people in immediate area (20-30 meters) of the base being raided, so as long they are still attempting to break into the base.
If you are raiding alone, you must stay within 15m of the raid building destroying parts of the base, in order to show that you are actively raiding. Failure to follow the rule shows that a kill zone is being created and the raider has no intent to raid, just kill.
If you are raiding with a group of two or more players, you may stay within 30 meters of the base - as long as one player is actively raiding the base within 15 meters
Raiders must end the raid if they leave the raid zone area listed above
You must start the raid from outside the base - you cannot start the raid while inside the base.
You MAY NOT place any structures besides metal plates in the base you are raiding.
Defenders: Defenders consist of Base Owners as well as Police/RCMP/Swat Officers. Defenders are allowed to only kill the raiders, unless a random player is caught in a raid zone which makes the defenders unaware whether he is a raider or a civilian, this is considered as being caught in a crossfire and is not counted as KoS.
Defenders should be within 50 meters of the base in order to be allowed to defend it. This is to prevent cross-map sniping.
Bandit Raids: If an Officer in uniform is seen near the base (~50 meters), they may be killed by raiders as they are considered to be defending the base.
Bandit Raids: If an Officer is planning to defend a raid, they must be in uniform to ensure that the bandits are aware of who is defending the base. Failure to follow this rule would result in a failrp ban.
Defenders may destroy any raider-placed object in order to gain access to the base they are defending.
Anyone who is not a defender or attacker is at fault if they are killed in the immediate area (20-30 meters) of the raid, as there is a 2 minute timer before raids are initiated. These players may also not interfere with the raid by attacking either side - this would be considered KoS.

Police Raids (Search Warrants): Players MAY DENY a search of their base by Police/RCMP, unless a search warrant is issued by the current Mayor.
During a Police raid, officers of all ranks must take screenshots of the raided base along with any illegal/controlled substances found in the property. A screenshot of the outside of the base must also be taken.
Only base-owners (group) are allowed to defend the base.
If ALL the players participating in the raid have died, the raid is considered OVER. If any raid member has died during the raid he CANNOT come back unless all participating raiders have called their raid over. If breaking this rule, it will count as Fail RP!
You CANNOT place a bed near the base you're raiding, as that goes against the rule above.
While raiding a base, if you find a player in the base, you may kill them. Once you have destroyed their beds, the owners can still reclaim their base. Note: After the raid is over, ONLY the surviving raiders are allowed to stay in the base for 10 minutes to pick up loot and so on. Base owners are allowed to stay in their base but CANNOT tell surviving raiders to leave until the 10 minutes are over.
When you’ve raided a certain base you CANNOT claim the base as yours! The base will forever be owned by the person who has built it, under no circumstances may the raiders claim the raided base as their own.
Any bases that contain a prefabricated building, can be claimed but only when ALL barricades and structures have been destroyed in a raid.
The following are the ONLY roles that may call or assist a Bandit Raid (30 minute cooldown):
Bandit
Drug Lord
Hitman
Kidnapper
The following are the ONLY roles that may call or assist a Police/RCMP raid (30 minute cooldown):
Police/RCMP
SWAT
Captain
Deputy
Chief
The following roles may ONLY ASSIST in Bandit raids (No cooldown, must be paid to assist):
Body Guard
Doctor
Rules: Police/RCMP, Lawyers and Judges
Only Police/RCMP Chiefs and higher may charge players with a court hearing if their jail time matches or exceeds 10 minutes.
Once the arrested player has been charged with a crime and hires a lawyer, the player must be handcuffed and escorted by police to the Court House upon being summoned by a Judge.
A player charged with a crime is not obligated to hire a lawyer nor show up to their court hearing. In this scenario, they must complete their jail time to its entirety and be sentenced guilty by a Judge.
In case a Judge is not online at the time, the arrested player may be freed and monitored by Police/RCMP forces. The player will have a pending Court date, valid as soon as a Judge enters the server.
When a Judge enters the server, they must check for pending court cases and summon charged players to court, by requesting a Police/RCMP escort of the defendant.
If the charged player with a pending court hearing fulfills their prison time to its entirety without showing up to court, a Judge must sentence them guilty, so the offense is added to their criminal record.
The charged player MUST be represented in Court by their hired Lawyer. If the hired lawyer is no longer online, the player must find a new Lawyer or complete their remaining prison time.
The Court hearing may be composed of voluntary witnesses, such as Police/RCMP officers and bystanders who were present during the alleged crime.
Leaving the server in order to avoid arrests and court dates results in a punishment for FAIL RP!
Lawyer and Judges: All forms of crime, corruption, or professional misconduct will result in an instant demotion. Examples include:
Possession of illegal items such as weapons, berries, explosives, and other contraband.
Lawyers: Scamming your clients. If you received payment for your services but did not perform them, you must refund your client.
Judges: Being biased towards a group or receiving bribes and other favors.
Judges and Lawyers are not allowed to be a part of any criminal group or activity.
Note: You must apply on our Forums to be considered for Police/RCMP Deputy, Captain, Chief, as well as Judge positions.
Rules: Moderators
You CANNOT be biased! Breaking this rule consists in an instant demotion.
You CANNOT teleport to a person that hasn't given you consent to do so, in order to help them with a situation.
You CANNOT stay on duty unless dealing with a situation. Being on duty automatically puts you in God Mode, and CANNOT be used to give you or your group an advantage.
NO STAFF MEMBER is above the rules! The same RP rules apply to ALL staff members that are off-duty. DO NOT use your Moderator rank to attempt to get out of RP situations that involve you.
All Moderators on-duty dealing with a situation, are considered OOC (Out of Character). They must be ignored out of all RP-related situations until they are finished dealing with it, and are off-duty.
If a situation involves a dispute for items and the Moderator has no proof or valid evidence at hand, the players must negotiate and reach an agreement, at which point the Moderator returns the items to both players.
Whilst moderating you MUST grab all info and EXPLAIN to that respective player why they are getting banned, send them to the rules page and ban them. If player starts to argue with you, as long as you have explained why they are getting banned, you can proceed to the ban. Their recourses include reporting the Staff Member(s) involved or appeal their ban. 3.6 No one is above the rules regardless of their rank.
3.7 If you see a staff member going against any of the above rules, you may report them here, with solid proof in hand.

RP RULES;

It is encouraged to let these players know that they can appeal on our forums, in order to avoid giant arguments on the server and excessively long mod sits.
