Cooldown With Hammer/Blowtorch Healing on PH 9 Rust

So while i was playing on Ph 9 (rust) and i was trying to do a online raid and it was so Dificult to raid because the person owner of the building just kept on healing the door or Wall with his Hammer (Hammer in rust is just like a blowtorch) And like in real Rust you cant just keep healing your build while theres a raid going on
So i suggest that they add like a cooldown for healing your builds with a hammer/Blowtorch while there's a raid going on (just like rp)
