kos rules

i just got banned for killing a guy that was shooting me. my ban reason was because "he didn't hit me".
is that really a thing that i cant defend myself if he tries to kill me but misses his shots.

You can not shoot somebody if they don’t shoot you first. The only time you can self defend is if a bullet/melee weapons actually hits you. If you feel the ban was unjustified, make an appeal.
Your ban was probably for just one hour, I suggest you read the rules right here -
